J&K Police executes court proclamation against Hizb chief Salahuddin, three others

The investigation revealed that the accused were intentionally avoiding arrest and legal proceedings, the spokesperson added

Jammu and Kashmir Police on Friday carried out a court-issued proclamation notice against four individuals, including Pakistan-based Hizbul Mujahideen chief Syed Salahuddin, for allegedly dodging arrest and deliberately staying away from legal proceedings in a case related to militant activities.

According to police, the accused are Syed Salahuddin, also known as Mohammad Yousuf Shah, a resident of Soibugh in Budgam. He is a designated terrorist and serves as chairman of the United Jihad Council (UJC).

The other three are: Ghulam Nabi Khan alias Amir Khan, a resident of Liver Srigufwara in Anantnag, who is also a designated terrorist and a Hizbul Mujahideen commander; Sher Mohammad alias Bahadur alias Riaz, from Malangam in Bandipora; and Nasir Yousuf Qadri, a resident of Sheeltang in Dar Mohalla, Habba Kadal area of Srinagar.

A police spokesperson stated, “The Counter Intelligence Kashmir (CIK) executed a proclamation order issued by the Additional Sessions Judge TADA/POTA (Special Judge, Designated under the NIA Act), Srinagar, under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS)-2023 against four accused persons who have been evading arrest in case FIR No. 05/1996 registered at Police Station CIK.”

The investigation revealed that the accused were intentionally avoiding arrest and legal proceedings, the spokesperson added. The court had initiated the proclamation process and ordered the accused to appear before it on July 14, 2026, at 10:00 a.m., warning that failure to do so would result in further legal action.

“In compliance with the court’s orders, the CIK team today executed the proclamation order against the accused in strict adherence to all legal procedures, pasting the order at visible locations in their respective areas as well as at the main gates of the accused’s residences,” the spokesperson said. The execution of the order was also documented through photographs and video recordings as part of the legal formalities.
