Jammu and Kashmir legislator and Awami Ittehad Party leader Sheikh Khursheed Ahmad is set to introduce a private members’ bill seeking a complete prohibition on cigarettes, tobacco and tobacco-containing products across the Union Territory.
The proposed legislation seeks to ban the sale, purchase, manufacture, storage, carriage, distribution, advertisement and consumption of cigarettes, tobacco and tobacco-containing products in Jammu and Kashmir.
Listed as Private Members’ Bill No. 18 of 2026, the bill is scheduled for introduction in the Jammu and Kashmir Legislative Assembly on Monday. The document does not specify an enforcement mechanism or penalties under the proposed legislation.
Khursheed, MLA from Langate constituency is also scheduled to introduce bills covering online gaming, participation of local youth in mining activities and regulation of water resources.
One bill seeks to prohibit online gaming and fantasy leagues in Jammu and Kashmir and is listed as Private Members’ Bill No. 21 of 2025.
Another proposes a statutory framework to promote the participation of local youth in gravel and other minor-mineral mining activities. It is listed as Private Members’ Bill No. 19 of 2026.
Khursheed has also proposed legislation to amend the Jammu and Kashmir Water Resources (Regulation and Management) Act, 2010. That bill is listed as Private Members’ Bill No. 43 of 2026.
All four bills are scheduled for introduction during the Assembly’s Monday sitting.
