The Jammu and Kashmir Legislative Assembly is scheduled to take up seven government bills for consideration and passage on Tuesday, including proposed legislation aimed at easing business regulations, amending municipal laws and rationalising certain offences.
According to the Assembly’s list of business for Sept. 29, Chief Minister Omar Abdullah will move the bills for consideration and, where listed, passage.
Among the key proposals is the Jammu and Kashmir Ease of Doing Business and Ease of Living Bill, 2026, which seeks to replace permission-based controls with rule-based governance and facilitate investment, employment and long-term economic growth in the union territory.
The Assembly will also consider a bill to amend the Jammu and Kashmir Municipal Act, 2000, as well as amendments to the Jammu and Kashmir Goods and Services Tax Act, 2017.
Three separate bills propose changes to the salaries, allowances and pensions of ministers and members of the Jammu and Kashmir legislature.
These include amendments to the Jammu and Kashmir Ministers’ and Ministers of State Salaries Act, 1956, the Salaries and Allowances of Members of the Jammu and Kashmir State Legislature Act, 1960, and the Jammu and Kashmir State Legislature Members’ Pension Act, 1984.
The seventh bill seeks to amend certain enactments by decriminalising and rationalising offences, while repealing certain laws, with the stated objective of improving ease of living and ease of doing business.
The bills were distributed among members on Sept. 24 and Sept. 28, according to the Assembly secretariat.
Calling attention notices
The Assembly will also take up six calling attention notices concerning issues ranging from road connectivity and drinking water shortages to pollution and recent natural disasters.
National Conference MLA Abdul Majeed Bhat (Larmi) will draw the attention of Deputy Chief Minister Surinder Kumar Choudhary, who holds the public works portfolio, to connectivity problems between the Kulgam-Qazigund Road and Chaki Badwani.
Ajaz Ahmed Jan will raise the situation following recent flash floods and landslides in Poonch, Rajouri and the Pir Panjal region, which he said caused loss of lives and extensive damage to houses, roads and public property.
Sheikh Ahsan (Pardesi) is scheduled to raise difficulties faced by people involved in stone quarries and allied activities following recent Mining Department directions requiring environmental clearance for the lifting or removal of loose material.
Javaid Riyaz (Bedar) will raise the issue of a shortage of potable drinking water in Alambal and Mirgund villages of the Pattan constituency.
BJP MLA Bharat Bhushan will raise alleged encroachment of a nallah on Jail Road in Kathua by jail authorities, which he said has obstructed water flow, damaged the road and caused inconvenience to commuters and residents.
Former High Court judge and MLA Justice (Retd.) Hasnain Masoodi will raise the continued use of petcoke by cement factories in the Khrew-Khanmoh area, alleging that it is causing severe pollution and posing a threat to human and animal life.
The Assembly is also scheduled to take up questions listed separately for oral answers.
